OH Sports Betting Overview, Timeline and Background
Ohio's dense population, numerous professional and college teams, and operator-friendly rules have made it one of the top states that offer legal sports betting in the U.S. Gov. Mike DeWine signed the Ohio sports betting bill (HB 29) into law on Dec. 22, 2021. It allows dozens of online sportsbooks, betting at casinos, racetracks, super-market kiosks, and professional sports stadiums, restaurants, bars, and convenience stores to operate legalized wagering. The Ohio Casino Control Commission regulates sports betting in the state.
Online betting runs through sports teams and physical gaming facilities, which can partner with multiple well-known national brands. They'll pay a 10% tax. Roughly 98% of proceeds will fund education and youth sports, with the remaining 2% allotted for problem gambling assistance.
Ohio was one of the last states in the Midwest to legalize sports betting. Discrepancies over operator count and tax rates prevented the General Assembly from passing anything until 2021, when HB 29 cleared the Senate by a 31-1 margin and the House by a 72-12 mark. A special clause in the Ohio sports betting bill mandateed rules to allow first bets no later than Jan. 1, 2023, making it one of the fastest rollouts in U.S. history.
Ohio Sports Betting Rules
Overall, online gambling in Ohio are comparable to most legalized betting states.
All operators pay a 10% tax, which is low compared to other states. Looking ahead, Ohio tax revenue is expected to exceed projections and allow the state to streamline support to the selected initiatives. Ohio's law creates three types of sports betting licenses businesses can apply for:
These are online licenses, available to casinos, racinos and pro sports arenas. The first 21 license holders may partner with up to two "Mobile Management Service Providers" each, i.e. DratKings, FanDuel, etc. The remaining four license holders may partner with just one online provider each, setting Ohio up for a maximum of 46 mobile sportsbooks.
To hold a Type A Ohio online sports betting license, a business must also hold a Type B license, which authorizes brick-and-mortar sportsbooks. Counties larger than 800,000 people can have a maximum of five Type B license holders, counties between 800,000-400,000 may have up to three, and counties with less than 400,000 people are limited to one.
These are thousands of Type C licenses, which are required to run sports betting kiosks, available to any establishment with a class-D liquor license. This includes liquor stores, bars, restaurants, convince stores, supermarkets, etc.

Sportradar earns a sports betting supplier license from the Ohio Casino Control Commission. This means that Sportradar will be providing Ohio with relevant data services when the market launches on Jan. 1, 2023. [Dec. 1]
November 2022
JACK Casino and JACK Thistledown Racino open sportsbook lounges for live-game viewing. Both future betting locations are giving their visitors a preview to their in-person sports betting experience by opening up their lounges. [Nov. 23]
BetFanatics, betParx and Gamewise were listed as considered licensed sports gaming operators by the Ohio Casino Control Commission. This is great news for sports betting in the Buckeye State as launch day approaches. Also, MaximBet announced that they are ceasing their sportsbook operations after being expected to launch in Ohio.
Betr and bet365 earn conditional Ohio sports betting licenses. This is a major win for the first micro-betting company that has secured a partnership with the Hall of Fame Resort & Entertainment Company (also currently partnered with BetRivers). BetMGM was one of the first two sportsbooks to apply for online betting licenses in the Buckeye State. After meeting all the requirements to become fully licensed in OH, both books must partner with a retail sports betting venue before officially launching.
